Freetown first: an electric network above the traffic
A suspended, electric, driverless network running continuously on towers above the street. It starts with 178 km across Freetown and the Western Area, including a link to Freetown International Airport (Lungi), and grows to 1,579 km reaching every provincial capital and both land borders.
Executive summary
Freetown is a city of about 1.1 to 1.3 million people squeezed onto a narrow strip between the Atlantic, the Sierra Leone River and a mountain range. At peak hours, traffic in the centre moves at about 3 km/h, slower than walking, and the city has roughly half the paved road per person of comparable African cities. The rest of the country connects to its capital through a single gateway at Waterloo, and the international airport is on the far side of the estuary.
The Celestavia proposal for Sierra Leone is a suspended network of 1,579 km of two-way line: electric, driverless and in continuous service, carried on towers about every 100 metres in open country and closer together in the city. It begins where the need is sharpest. Phase I is Freetown and the Western Area, 178 km, in seven corridors that give the peninsula a second transport system above the road, plus a link to Lungi. Phases II and III then join Freetown to Port Loko, Makeni, Bo, Kenema, Koidu, Kabala, Kailahun, Pujehun, Moyamba and Mattru Jong, and to the borders with Guinea and Liberia.
Methodology note. All figures are profile-level pre-studies, built on the Celestavia system's unit cost reference (US$ 12,144,000 per kilometre) adjusted by a terrain factor for each corridor. The figure this page leads with is the transport system (infrastructure plus megastations), not the grand total, for the reason explained under Investment. Amounts are indicative and are not an offer.

It is not based on any plan submitted by or to the Government of Sierra Leone, and it has not been discussed with the Ministry of Transport and Aviation, Freetown City Council or any other Sierra Leonean authority. Diagnosis: a capital with one way in
Freetown is not short of ambition or of plans. It is short of space. The city sits on a strip of land between the sea, the estuary and wooded mountains that rise to almost 900 m, and almost everything that enters or leaves it uses one coastal corridor through Wellington and Kissy.

What is already under way, and how this proposal relates to it
Sierra Leone is not starting from nothing, and this proposal is not meant to replace what the Government, Freetown City Council and their partners are already doing.
Waka Fine buses and bus priority
The World Bank’s IRUMP project (US$ 50 million, closed 2025) put 50 leased buses on the East and West corridors, carrying about 22,000 passengers a day by late 2024, with 77 bus stops and new intersections. Its successor, CAMIP (US$ 74 million, to 2029), adds bus priority lanes. Celestavia stops are placed to interchange with these corridors, not to compete with them.
The Freetown cable car
A feasibility study funded by the C40 Cities Finance Facility proposes a 3.6 km pilot line from Government Wharf to Kissy Ferry Terminal with five stations, at about US$ 92 million; it was seeking financing as of 2025. If it goes ahead, the Celestavia spine would connect to it at Ferry Junction and in the centre, not duplicate its alignment.
The Lungi Bridge
A road bridge of about 7 km across the estuary, under negotiation with private investors. See Lungi for how the two would fit together.
The Public Transport Act 2023
It created the Sierra Leone Public Transport Authority. Any Celestavia concession would sit within that framework, with integrated fares as an objective from the start.
Main objective and specific objectives
Main objective: give Freetown a second transport system that does not depend on the road, then extend it so every provincial capital is a continuous electric ride from the port and the airport.
Get Freetown moving
A continuous east–west spine from Aberdeen to Waterloo, with a parallel hill line, takes trips off the one coastal road that carries everything today.
Reach Lungi without a boat
A scheduled-free, all-weather link from the city to the airport, first across the estuary if the marine study allows it, and in any case by land via Port Loko in Phase II.
Zero deaths on the line
A segregated line with no level crossings, no mixed traffic and no driver. Pedestrians, okadas and kekes never share space with it.
Build up, not out
Point foundations instead of new road cuts. No new carriageway through the Western Area Peninsula forest, and no new hillside opened to settlement.
Keep moving in the rains
The line runs above flooded streets and drainage channels, so the wet season stops being the season the city stops.
Zero operating emissions
Electric traction, with generation planned at the megastations so the system adds capacity to the grid instead of only drawing on it.
Phase I: Freetown and the Western Area
Phase I is designed as a complete system for the peninsula, not as a demonstration line. Its seven corridors follow existing road reserves, so the land already belongs to the public right of way, and they are laid out so that no point in the built-up city is far from a stop.

Lengths measured along the existing road on OpenStreetMap and rounded to the kilometre. A suspended line does not have to follow every bend of a hill road, so the built length is likely to be shorter, not longer. *The estuary crossing is priced at the standard reference only so that it appears in the total; its real cost is set by the marine study described in the next section.
Why the spine comes first
Almost every journey between the east end and the centre, and every journey into the city from the provinces, uses the same coastal corridor through Kissy and Wellington. A line above it relieves the road without closing it during construction.
Why a hill line
Regent, Grafton and the hill communities have one steep road each. The line climbs gradients a road cannot, and gives the hills a way down to the centre and across to Jui that does not pass through Kissy Road.
The Lungi crossing, stated plainly
Freetown International Airport, at Lungi, sits on the north shore of the Sierra Leone River estuary, which is 6 to 16 km wide along its length. Passengers cross by water taxi (about 20 to 40 minutes, typically US$ 40 to 60), by the Kissy–Tagrin ferry (about an hour, plus waiting) or by road around the estuary via Port Loko (three hours or more). Helicopter and hovercraft services no longer run. A road bridge of about 7 km has been proposed for years, with cost estimates between US$ 1.2 and 2 billion; a memorandum with a US firm was signed in June 2025, and in August 2026 the government said negotiations were still under way.
A Celestavia line from Kissy to Tagrin would be about 7 km over open water. That is a different kind of structure from the rest of the network: marine foundations, tidal currents, salt exposure and, above all, clearance for the ships that use the estuary, including traffic to the Pepel iron-ore terminal upstream. The unit cost reference was not built for that, and this page does not pretend otherwise. The 7 km are priced at the standard reference with a factor of 1.20 only so that they are not left out of the total.
What the marine study must answer
- Navigation clearance and span over the shipping channel.
- Seabed geotechnics and foundation type along the line.
- Corrosion protection for a fully marine environment.
- Whether the crossing is cheaper and faster to build than the land route.
If the Lungi Bridge is built
Then the Celestavia line should not build a second crossing beside it. It would be designed to ride on or alongside the bridge, and the cost of corridor I-6 would fall to the cost of that attachment. The two projects are complementary: the bridge carries road vehicles, the line carries continuous passenger and freight service.
Lungi has a land route either way
Corridor II-2, Masiaka – Port Loko – Lungi (108 km), reaches the airport by land. If the crossing proves unviable, Phase I ends at Kissy and Lungi is served from Phase II. If the crossing is built, II-2 gives the airport a second, independent connection.
The national network: Phases II and III
The network was not sized by land area. The selection rule is stated here so it can be discussed: a corridor is included only if it (1) follows a trunk road already in service, so the right of way and the land titles exist; (2) connects provincial or district capitals, the port, the airport or a land border; and (3) serves passenger or freight traffic that already exists. Corridors that do not meet all three are left out.

One system, every mode
The network is not a train with a goods wagon attached, nor a freight cable with a cabin hung on it. It is a system of independent capsules on the same line, dispatched continuously instead of to a timetable.
Passengers
Step-free capsules with room for a wheelchair, a bicycle or a pram. Continuous service: there is no timetable to miss and no waiting for a poda-poda to fill.
Palletised freight
A standard freight unit loaded in an automated warehouse at the megastation and dispatched without transhipment from the Queen Elizabeth II Quay to the destination station.
Cold chain
Refrigerated capsules for fish, meat, fresh produce and medical supplies, the cargo that loses most value on a slow, hot road. See the annex.
Services on the same structure
Power transmission, fibre and 5G run along the towers. Where the line arrives, the data network arrives too, without a second project or a second right of way.

The last two numbers are derived from different bases: neighbourhood stops from the 74 km of urban line, intermediate stations from the 1,505 km of interurban line. Megastations are counted over the full 1,579 km. Everything is adjusted in detailed design.

The community component, and why it is shown separately
The other Celestavia programmes include a third line, sized at US$ 2,265 per inhabitant, that funds education, integral health, housing, agricultural development and a subsidised fare. Applied to Sierra Leone's estimated 8.82 million inhabitants (World Bank, 2025), it gives US$ 19,977 million.
Unlike Brazil or Mexico, Sierra Leone is the kind of context this parameter was designed for: free health care exists for pregnant women, nursing mothers and children under five, but not as universal coverage, and the gaps in nutrition and access documented in the annex are real. Even so, the figure is not presented as an investment requirement. It is close to 2.7 times the country's annual GDP, it would have to be designed with the ministries and programmes that already exist, and it should be redefined from the gaps a district-level diagnosis actually documents. Added to the transport system, the nominal grand total would be US$ 44,233 million; the figure used on the rest of this page, including for jobs, is the transport system alone.
Infrastructure is obtained by applying the unit reference of US$ 12.144 million per kilometre to each corridor with its terrain factor. Megastations are valued at US$ 100.63 million each, one per 50 km of line, the same parameter as the programmes for Ecuador, Colombia, Peru, Argentina, Panama, Spain, Mexico and Brazil. All three are Celestavia calculations, not quotations.
Who builds what: division of scope
Celestavia does not intend to execute the whole project. The contracting design separates what is proprietary from what is not, and the second is most of it.

The component split is a Celestavia pre-feasibility estimate on the budget published here; the composition percentages are structural and applied equally to all national programmes. Within infrastructure the split is 84 % third parties and 16 % Celestavia; adding the megastations, built entirely by third parties apart from their electronics and control, the whole system comes to 85/15. Sierra Leone does not today have a structural steel industry at this scale, so most fabrication would initially be imported. Foundations, civil works, station building and erection are where local firms and local labour come in first.
Engineering for Sierra Leone's conditions
Rain and flash floods
The coast receives 3,000 to 5,000 mm of rain a year, with more than 800 mm a month in July and August. Floods in the Western Area in 2019 and 2022 displaced thousands of people. A suspended line crosses drainage channels and flood-prone streets instead of being cut by them, and its foundations are designed for saturated soil and scour.
Slopes and landslides
The 2017 Regent landslide left 1,141 people dead or missing. The hill line passes through that kind of terrain, which is why it carries the highest factor. Towers are sited on geotechnical survey, not on the shortest line; their footprints avoid the cut-and-fill that destabilises slopes, and the line can span gullies that a road has to fill.
Salt and the coast
Most of Phase I runs within a few kilometres of the sea. Tower steel, cable and fittings are specified to a marine corrosion class, and the estuary crossing to a fully submerged one.
People living along the route
Freetown's road reserves are lined with homes, shops and market stalls. The line is designed to need only a tower footprint every 30 to 100 metres, and alignments are chosen to avoid displacement. Where anyone must move, resettlement follows international standards (IFC Performance Standard 5): replacement before removal, never forced eviction.
Forest and protected areas
The Western Area Peninsula National Park, Gola and Outamba-Kilimi are avoided by default. Where there is no technical alternative, the corridor is re-evaluated with the National Protected Area Authority and the Environment Protection Agency, not routed around the process.
Heat and humidity
Thermal expansion, UV protection of elastomers, capsule ventilation and electronics enclosures are sized for a hot, humid tropical climate, not for catalogue temperate conditions.
Benefits of the system
Safety
A segregated line with no level crossings and no mixed traffic. WHO estimates about 1,165 road deaths in Sierra Leone in 2021, and Freetown accounts for about half of recorded fatal and serious crashes.
Time
Continuous service instead of waiting for a vehicle to fill. On short trips, waiting time stops being the largest part of the journey.
Air and emissions
Electric traction. Every trip moved off an old diesel vehicle in Freetown's traffic removes exhaust at street level, where people breathe it.
Connectivity
Fibre and 5G arrive with the line. In district towns that is often a large part of the benefit.
Resilience
A second system independent of the road. When a road floods or a slope gives way, the area is not cut off.
Fairness between places
The same service in Kailahun as in Aberdeen. The system does not get worse with distance from the capital.

This table states engineering differences, not the results of a comparative test. Celestavia has not published a life-cycle cost study for Sierra Leone against a specific road project, and the table should not be read as if it had.
Employment
These figures need careful reading. They are the total across a construction period of several years, not jobs that all exist at the same time, and they include indirect employment. In a country where agriculture still employs about 44.5 % of workers (ILO modelled estimate, 2025) and most work is informal, the full programme is very large, which is one more reason the phases are sequential. For Freetown the number that matters is Phase I, and the condition that matters is training: welders, electricians, riggers, control-room operators and maintenance technicians trained in Sierra Leone from the first year, through the technical and vocational institutes, so that the operating workforce is Sierra Leonean.
Celestavia estimate, obtained by applying to the transport-system investment (excluding the community component) the jobs-per-million ratio of the Peru and Argentina programmes, about 11 to 13.6 jobs per million dollars. It does not come from a Sierra Leonean employment study.
Financial structure and participation

75 % of the company and 15 % of the works do not contradict each other: the first is ownership of the programme over its life; the second is the share of construction Celestavia keeps for itself. No figure on this page is an offer. The final structure is agreed with the State at the first stage, and depends on the concession framework Sierra Leone chooses for a guided aerial transport system, which its current transport legislation does not specifically provide for.
The question of scale, stated plainly
The transport system for the full network, US$ 24,257 million, is about 3.3 times Sierra Leone’s annual GDP (US$ 7.46 billion in 2025, World Bank). Phase I alone, US$ 2,975 million, is about 40 % of one year’s GDP. No country pays for a programme of that relative size from its own budget, and this page does not suggest Sierra Leone should. A network on this scale is only conceivable as a long-term concession financed mostly by private and development capital, built in stages over many years, with fares, freight, rents and services paying for its operation. Whether that can be achieved is exactly what the feasibility study has to show.
That is why this page leads with Freetown. Phase I is a decision about one city, with its own feasibility study, its own financing and its own results. Phase II starts only if Phase I performs as measured, not as projected, and Phase III only after Phase II. No phase commits the country to the next.

The Cadre Harmonisé and the WFP Food Security Monitoring System measure food insecurity with different methods and give very different headline numbers; they should not be compared or combined. This page uses the Cadre Harmonisé. The DHS 2019 is the latest national nutrition survey with published results.
What infrastructure can and cannot do
What it cannot do. Hunger and child malnutrition in Sierra Leone are driven by income, prices, health and care, not only by distance. No transport line, by itself, changes those numbers, and it would be dishonest to suggest it would.
Where the overlap is real. Three lines in the table point at transport. The first is distance to care: for almost six in ten rural women, getting to a health facility is a big problem. The second is rice: about 30 % is imported while local paddy loses value between farm and market. The third is fish, which supplies more than half the country’s animal protein and spoils fast in heat on slow roads.
An uncomfortable point, stated openly. The districts with the worst figures for stunting, anaemia and distance to care, such as Pujehun, Moyamba, Falaba and Koinadugu, are on Phase III corridors or beyond them. The phasing follows traffic density and cost, not need. If the State wants to bring a corridor forward on social grounds, that is a legitimate public decision, and the programme is designed so that it can.
Cold chain and market access
Refrigerated capsules in continuous service, with a predictable transit time and no interruptions from floods, reduce the loss of fish, fresh produce and medical supplies between the coast, the farms and the towns. Market stations at the megastations let farmers sell local rice and produce in Freetown without a chain of middlemen and lorry parks. That is not a food-security policy. It is an input to one.
Integral health on the network
Megastations include rental units for medical and therapy practices. Where the local authority wants it, these spaces can host primary care, maternal and child health services within the Free Health Care Initiative, sample collection or telemedicine, all under the Ministry of Health and Sanitation and never as a substitute for it. What the network offers is the building, power, connectivity and the flow of people. Health policy belongs to the State of Sierra Leone.
